Study On The Problems Of Agricultural Technology Extension System

Agricultural extension is a key bridge to link scientific research and production applcation, it plays a crucial role in the process of technological advances. As an important means to promte the transformation of agricultural innovation, agricultural extension system is the basis and organization guarantees of the extension of agricultural technology. Hunan is a major agricultural province, the system of agricultural extension is relatively large, therefore, it is significant to take Hunan Province as an example to study the issures of agricultural extension system, and then put forwards some specific countermeasures.Based on the theory of agricultural extension system, this paper made the analysis of the general situation about the organization and personnel of Hunan agricultral extension system, and then carried a detailed analysis on rural professional associtions, agricultural colleges, agricultural research institutes, agriculture-related enterprises and other parties involved in agricultural extension system. It introduced the main ways to promote the agricultural technology in Hunan, and pointed out the problems in the current system of agricultural extension, that is, the operation system of agricultural extension is not compatible with the requirements of market, the dispersion of the organization, the lack of effective communicaiton among each parts of the system, the inadequate extension fund, the instability of extension team, the irrational allocation of personnel and so on. To solve the above problems, this paper proposed some countermeasures, such as building a market economy mechanism of agricultural extension system, enhancing the communication and coordination within the extension organization, increasing the investment inagricultural extension, and speeding up the construction of agricultural extension teams, and so on.This paper is divided into five chapters. The first chapter is an introduction to describe the purpose and significance of this study, provide an overview and evaluation of the existing researches on agricultural extension system, and briefly introduce the idea, methods, and innovation of this research. ChapterⅡoutlines the theoretical basis of agricultural extension, including technology innovation theory, technology diffusion theory, the theory of peasants' behavioral change and the theory of agricultural information systems. ChapterⅢanalyzes the current situation of agricultural extension system in Hunan, on this basis, Chapter IV points out the problems in the current agricultural extension system in Hunan, and finally Chapter V proposes the countermeasures to improve the agricultural extension system.
