Study On The Development Of Agricultural Extension Service System Of Zhuanghe City

In the era of planned economy,China's agricultural extension system has the property of“centralized multiple line type”,which is that on one side the government do the whole package,on the other side there are many parallel and fragmented departments under the government engaging in extension work.With the continuous improvement of the level of agricultural productivity,the continuous reform of economic system and the rapid development of market economy,farmers' income-generating methods,agricultural development goals,and supply and demand of agricultural products have also changed.However,the original and centralized service mode is much more backward compared to the varieties of new agricultural business entities' demand to the effective supply of agricultural extension service.At present,grassroots agricultural extension service system construction has become a short-term development of the "three rural" development and poverty alleviation,so the grassroots agricultural extension service system reform must be put on the agenda,and the reform is bound to narrow the gap.The key of cultivating and developing new agricultural business entities is to create favorable conditions to build a new agricultural social service system.But the most important link of constructing the system is reforming and upgrading agricultural extension service system.Although in recent years the country has been advocating the implementation of agricultural social services support project,but not really implemented at the grassroots level.In 2017,the 19 th CPC National Congress Report put forward the Strategy of Rural Revitalization,it clearly pointed out again to develop various forms of moderate scale management,cultivate new agricultural management subjects,perfect the agricultural social service system.Firstly,based on summarizing the literature at home and abroad,this paper distinguished the concepts between Agricultural Technology Extension and Agricultural Extension,and put forward my own opinions on some concepts,such as New Agricultural Business Entities,New Socialized Service System of Agriculture,New Agricultural Management System.Secondly,based on the survey,this paper found out the disparity between the supply and the demand of agricultural extension service of Zhuanghe City and the differences of the demands between the two kinds of new agricultural business entities.And then pointed out that the difficult problem of the development of agricultural extension service system ofZhuanghe City is that the dependence level of the new agricultural business entities on the agricultural extension service provided by the public sector is too high;the service content provided by the current mode can not meet the requirements;the service mode of the current mode is not in conformity with the demand;the government's function in agricultural information service is far from meeting requirements;postpartum services have great needs to be developed and met;lack of cooperation and communication platform among various organizations.The main causes of these problems are that the agricultural extension work is administrative;the functional organization of the agricultural extension service department is divided into sections;the function of the township agricultural extension organization is seriously insufficient;disequilibrium of service content provided by public agricultural extension agencies;low development degree of agricultural socialized service organization in Zhuanghe.Thirdly,based on the problems and the causes and some theoretical bases,further put forward countermeasures and the direction of reform and development in the future.In the process of improving the new socialized service system of agriculture,although we should develop in the direction of giving full play to the market mechanism and encourage and guide the private sector to fully participate in agricultural extension services,but the government can't throw all the blame onto the market.The government still needs to fully realize its main role in the process of building the system.On one hand,it should undertake the basic duty of constructing the framework of public agricultural extension service system and provide the most basic services for the majority of farmers,on the other hand,it should take the initiative to innovate and reform the institutional mechanisms,guide the establishment of more regional agricultural industry associations in order to leveraging the new agricultural management system construction in full swing.
