Empirical Research On The Agricultural Technology Extension Performance In Hubei Province

As we all know, the agricultural technology development and innovation is the technological protection to realize modern agriculture. China’s agricultural extension organizations play an important role in tech-applying. Since the1990s, the wave of economic reforms has a significant impact on the agricultural development. But the reform by simple means also caused some damage on China’s agricultural technology extension system. In some parts, the grass-roots agricultural extension organizations are facing to a difficult situation. The government of Hubei Province has taken measure to handle this problem since2005. This reform is in such a way that the government buy activity of technology extension instead of maintain the large system of extension agencies. And it aimed at motivating the employee to promote the performance of agricultural technology extension so that farmers can get a more efficient and satisfied service.In the background of extension system reform happens around the country, the researcher posted the following questions:first, are the performances between different management systems significantly different? Second, if the answer affirmed the first question, then how the management system affects the performance?The researcher used empirical research method to explain mentioned questions. By the means of literature review, field survey, depth interviews of semi-structured, the researcher got first-hand data. After analyzing this empirical data, the researcher result to the following conclusions:first, distinct management systems lead to distinct levels of acceptance by agricultural technology extension members. Second, distinct levels of acceptance to management system by extension member affect their behaviors in extension process, such as the arrangement of different works and the times of giving advices to farmers. Third, the extension behavior will caused different evaluation results from farmers. Fourth, the acceptance level of management system from agricultural extension members and the evaluation result of performance from farmers have a positive linear relationship.According to those results, the researcher considers that agricultural reform should have a full consideration on the factors of agricultural members. The government should provide them a sense of stability and economic protection, as well as standardized corresponding specification of the management system in order to improve agricultural extension performance.
