The quality of personnel is the foundation of our cause.During the 13 th Five-Year,the highway department has stepped into the key period of reform and development,and the further all-round reform needs strong support from talented people.The party's fifth Plenary Session of the 18 th CPC Central Committee has put forward the human talents preferential strategy in the 13 th Five-Year Plan suggestion,and the development of the talents of highway is among the prior fields of national human resource strategy.“Long term talent development plan for highway and waterway transportation(2011-2020)”written by Department of transportation has emphasized that,“it is going to establish and improve the incentive and security mechanism for talents,and to build high quality industry talents team of moderate growth and optimized structure.Only to build scientific efficient talent incentive mechanism can help improving talents resource configuration and make the most of the talents team.” The talent incentive mechanism of the current highway department is obviously lagging behind and it seriously affects the subjective initiative and creativity of highway talents,causing a large loss of talented people,which has become the bottleneck hindering the development of highway career.So the question of “how to establish a scientific and efficient incentive mechanism for talents” has become an important topic of the current highway department.The highway management department of Dali as an empirical analysis of the case,this paper adopts the research methods of literature analysis,questionnaire,interview,comparative study and case analysis,according to the basic idea of proposing,analyzing and solving problems,based on the incentive related theories,from the five aspects of salary,promotion,punishment,examination and training incentive,analyzes the operation condition of talent incentive mechanism of Dali highway management department.Many reflected practical problems are summarized,and it explored the issues behind the crux of the problem,providing valuable opinions and suggestions to solve the problem of the essence.This paper emphasizes that six different levels are suggested to improve the talents incentive mechanism of the highway department,including framing operational effective pay system,building scientific and canonical promotion channel,enhancing the incentive effect of rewards and punishments,establishing multi-dimensions exam system,improving practical effect of training,and strengthening the culture construction for the highway industry.
