Research On The Measurement Of Government Data Openness In China

How to grasp the degree of open government data is a significant problem that needs to be handled in the process of Chinese open government data.Measuring open degree is beneficial to government departments at all levels to grasp the data open boundary,thus realizing maximum value of government date on the premise of guaranteeing the data safety,which determines that studying on the government date open degree measurement is of great theoretical and practical meaning for Chinese government data open development.Based on the relevant theories of government data,this paper aims to study on the measurement of Chines government open degree from the perspective of government data open degree measurement' subject,method,model construction and simulation experiment.With respect to the study on measurement method and model construction,this paper introduces Extension Analytic Hierarchy Process to construct Chinese government data open degree measurement model which is analyzed from three layers of target,criterion and indicator.After constructing the model,this paper applies it to measure the open degree of Guiyang and Harbin municipal government.It turns out that Guiyang belongs to level III while Harbin belongs to level II.According to the result,this paper further analyzes these two municipal governments' open degree,summarizes some existing problems and proposes relevant solutions.
