Emergency Network Public Opinion Management Research

China is in the transition period and the whole society is undergoing profound changes.Though has made great achievements in economic development,but with the development of economy,China has entered an important economic transition period and during the period of social transformation,but also will enter a social structure,profound changes and social contradiction most likely to intensify high-risk period.Network public opinion as the inevitable outcome of the emergency,the government and the community have a significant impact.How to realize the reasonable management of the network public opinion becomes an important task in the social management work.This paper is based on the theory of public management,to public emergencies as the object,using case analysis method of emergency network public opinion analysis.Has carried on the analysis to the network public opinion,which is an important social phenomenon,it is the public due to the stimulation of all with their own interests related to or taking care of our own social phenomena and social problems and on the Internet public expression and dissemination of the cognition,attitude,emotion and behavior tendency set,with freedom,emotion,colorful and difficult to control and landing characteristics.Based on,the PX incident in Kunming as an example,using empirical data demonstrates the emotions of anger and fear mood index and population infection in the event,public governance method is put forward to prevent and respond to such events.At present,the network public opinion management there are still some problems,in the system is not perfect,the reality of social contradictions can not be effectively ease,citizen interest expression channel is not smooth.To solve these problems,we should perfect the mechanism of public opinion,public opinion management change management concepts,improve the management of public opinion work methods etc..To strengthen the management of Internet public opinion to improve the executive power of the government,to build a harmonious society is of great significance.In this paper,combined with the actual case to analyze the difficulties currently facing China's emergency management of public opinion,especially the problems of public opinion management under the new media environment,and in recent years,malicious speculation event focused on analysis,and gives a concrete solution,which provide the reference for the government's public opinion management.
