Nowadays, our country is in the stages of the rapid development of economy,so many social problems were inspired endlessly by all kinds of unstable factors.Just like the development of the human society, the improvement of science andtechnology provides a security for the progress of the media, and it is also speedingup.With the characteristics of network is increasingly evident, network publicopinion event as a combination of citizen journalism and public opinion, quicklyformed a kind of social phenomenon since it appeared, and brought certain effectto the society.Firstly, the author takes the network public opinion event as the breakthroughpoint, study the definition, types, and running the key point in the processintensively, and then draw a conclusion that there are three basic factors composingand working on the internet works: internet users, public events (citizen journalism)and network space (provide a platform for public opinion). These three basicfactors compose and be working on the network public opinion event, and theninfluence the society during the spread of it. Therefore, this paper will study thesocial influence of the network event perceptively based on the three basic factors.In the author’s opinion, there are absolutely no good or bad things.Correspondingly, there is absolutely no positive and negative influence. So, wehave to use some dialectic methods to study the impact of network public opinion event, rather than judge it arbitrarily. In the end, the author presents the conclusion:network public opinion event is "double-edged sword". On the one hand, it helpthe government making decisions more scientifically, and it becomes the base ofthe internet users’ opinion and lead the social behavior. On the other hand, itreduces the public factors of the government’s decision, at the same time; thesocial mood is expressed blunderingly, even encroach on individual rights.Considering the controlling strategy, the author gives some advice in theperspective of intervenes: the government should establish and perfect the relevantlaws, and lead the public opinion positively. In the background of media mergence,the interaction between the major media and the internet should be recognized, andcultivate favorable intermediary accomplishment of the citizen.
