The agriculture water resources are important guarantee for the sustainable development of society and economy, which are rational exploitation, efficient availability, scientific management and optimal allocation. With the development of science and technology, the informatization of agricultural water resources has become the only way of sustainable development. However, the informatization of water resources in GuiYang has a low level, the traditional way of management exist a lot of space geographic information processing difficult, the management cost is too high. In addition, some rivers in Guiyang city also faces the difficult situation of "heavy rain disaster, rain small disaster". This not only restricts the development of the agriculture economy in our city,but also threaten the people's life and property safety.In order to solve the problems, in this paper, we research and construct the informatization service platform. And the system realize agricultural water resources unified management and river flood warning, not only to solve the difficult problem of a large amount of spatial data processing, but also reduce the loss caused by flood. The system is divided into four modules: agricultural water resources basic information management module, basic geographic information management module, the GIS function module and river flood warning module. This paper mainly studies the following several aspects:First, using Google Earth and ArcGIS desktop tools, city of Guiyang, rivers, farmland, forests and other spatial information of vectorization, vector spatial data acquisition. To build spatial database system to achieve complex spatial data management.Secondly, in the two-dimensional electronic map, to realize spatial data visualization and management and achieve a flexible electronic map display and thematic information query, basic information of agricultural water resources increase, modify, and delete the basis functions.Finally, through the calculation of Guiyang City River Rainfall and flood forecasting model, once the occurrence may lead to the rainfall of flood disaster, alarm information can be displayed in this system. For emergency rescue and disaster relief of relevant departments to provide decision-making basis and protect people's life and property safety.
