This research project is part of the national eleventh five-year scientifical supporting and planning projects, named as the application of 3S in agricultural monitoring and management of agricultural production factors.The 21st century will be the times of agricultural information. Agricultural resource is the material basis for agricultural production activity, with the development of information technology, traditional management of agricultural information is out of date. It is important for construction of agricultural information to organize and manage the multi-format, multi-scale spatia data and maps that accumulated in the agricultural investigation well, using 3S(Geographic Information System GIS, Global Positioning System GPS, Remote Sensing RS), database, network, and and some other information technologies.The present paper mainly elaborates the database design and setup procedure about Xiangyang multi-scale agricultural resources. Agricultural resource endowed with those characteristics such as multi-source, multi-regional, multi-level, multi-scale, multi-state, large volume of data. On the other hand, the management of agricultural resources adopt multi-level management working mechanism that divided into several grades:national, provincial, municipal, county, township-level, village-level.In response to this situation, this study take Xiangyang District, Guyi Township and Lvzhen Village for the demonstration unit, organized and standardized the statistical data of study area, extracted different scales of basic geographic information by digitizing. Xiangyang District evaluation of arable soil and meteorological interpolation is completed on the basis of soil sampling and vector data processing, and the results will be managed as part of agricultural resources in study region.Oracle Spatial is of advantage in management of spatial data. The database of Xiangyang District multi-scale agricultural resources is designed and actualized according to the following principles:practicality, scalability, security and standardization. With the database the agricultural resources of Xiangyang District, Guyi Township and Lvzhen Village can be unitive managed and maintained. Multi-scale spatial data sets are found through multi-level classification and coding system. This tree-based architecture is better to meet the current pattern of agricultural resource management, and it can be an effective maintenance and management of agricultural resources data. Then, management information system for agricultural production factor based on 3S technology is developed, with Microsoft Internet Information (IIS) as web server, ASP.NET as development platform, Autodesk MapGuide as WebGIS platform, the data in the database of Xiangyang multi-scale agricultural resources as data sources. This system adopts B/S network structure and integrates with publishing system of WebGIS, eventually achieve the function of spatial data releasing and agricultural resources query. It plays a positive role in rationally utilizing and sharing agricultural resources, and also makes a contribution to making the Standard of management.
