Doppler weather radar as a new type of atmospheric detection equipment, so far, in our country has achieved 158 network and real-time radar products, another batch of new radar station will be put into business operation. As the domestic application of weather radar technology matures, its monitoring results has gradually be used by many areas, such as flood, typhoon, snow, etc. However, even the meteorological professionals without years of working experience in the field, it is difficult to analyze the radar product contains huge information, therefore the public want from this kind of weather map for meteorological information, it is almost impossible. I work in the construction of information system for disaster prevention and mitigation related units of work, industries involved using the intention of radar products is also very urgent, so the development of analysis system of radar products demand.This paper starting from the working principle and the mapping principle of radar, the paper sets forth the principle of radar echo, and figure how to generate radar echo. Through the understanding of the two principles, and combined with the domestic and foreign research results of radar echo, compiled a set of rainfall echo and noise screening rules, the calculation method of equivalent and the radar echo of rainfall. Then, with the aid of today’s computer programming technology, has developed a radar warning system based on GIS, the system passed the test, interface aesthetics, simple operation, operation and implemented. Thesis expounds the requirement analysis of system, it is concluded that the system functional requirements including: radar map collection and demand, the radar map query demand, analysis needs, early warning radar map; On the basis of demand analysis, the paper expounds on the system design, gives the system architecture design, function module division, and the design of the main modules, mainly are entirely acquisition module, radar map query module, radar map analysis module, and the design of the radar map storage; On the basis of design for the realization of the main functional modules is given, the radar echo figure collection, analysis, display, query, and the calculation of rainfall intensity, the evaluation of rain, realized with the approach of the rainstorm warning. Finally, this paper gives some prospects of system of room for improvement.After the system implementation, for flood prevention of the meteorological professional staff provide rainfall information, convenient and their use of radar echo chart, the defense work for short duration rain provide convenient and rapid information support..
