Nowadays the information technologies are developed at fullspeed, Information technology is accelerating permeated to water conservancy trade, and water conservancy trade face overall great opportunity of technology upgrading. Irrigation area water resource management has a long history and has a lot of resource. These information can be used for the economic development, water resource management and prevent or decrease disaster and is playing the vital role in the hydraulic engineering plan construction. In the tradition Information management system, the main work pattern is collecting data and saving and the information input way is unitary, mainly through the artificial input, the system independence, has bad extension, furthermore, cannot give a whole view of the irrigation area state of the water or the labor sentiment situation.The Dujiang Yan irrigation area, in Sichuan Provience, funded a project- based on the GIS water resources dispatch management information system platform to solve these shortcomes, meanwhile, carried out the water resources dispatch optimization disposition model applied research.This article brief introduces ArcObjects based on the COM technology and its application, then the structure of Geographic database and spatial analysis.
