| With the innovation of communication technology and rapid development of new media communication, more and more new technologies and reforms are affecting our societies, as well as changing our lives. Recent years, features like tendency of pan-entertainment and “back flow” of network opinions become increasingly obvious. Furthermore, a serious of ethic issues cast a shadow on our network and real life, including Internet rumors and violence of public opinion.To solve this problem, this paper made a systemic analysis of measures for current new media ethics construction, and further summarized the characteristics and shortcomings by combining with basic theories including Communication Science and Moral Philosophy, as well as other countries’ regulation practice in this field like England, the United States, Japan and Korea. The author thought that at present, we have initially formed a regulation framework for new media ethics led by government and promoted by legal structure, industry self-regulation, behavior education and technological means. However, actual results have not been achieved, because system of law and self-regulation is not mature enough and behavior education and opinion guidance mechanism have not been fully established. On this basis, to balance the freedom and standard of new media communication, safeguard the healthy and stability of network transmission order and speed up into the globalization process of information spreading, this paper put forward some specific suggestions about creating specialize law for new media communication, clarifying the responsibility of government in industry self-regulation and improving juveniles’ network behavior education through joint action of campus community. |
