Teacher as the craftsman who creates thinking on individuals is not only responsible for knowledge transmission,but also for the management of the campus.The orderly development of teaching profession plays a significant role in the development of institutions,which could further influences the progression of the national education.The title can be regarded as measuring standards to evaluate teachers' professional performance.It provides teachers with recognition accompanied with assessments which yield to fairness and reasonability,through which teachers obtain the respect of their profession.The on-going reform of teachers' profession title is always seeking the appropriate accreditation criteria that accord with the development of teaching profession.In 2009,Baoji City was determined to be one of the pilot cities by Ministry of Human Resources and Social Security,and Ministry of Education of the People's Republic of China.The reform of teachers' profession title of primary and middle school built an effective teacher assessment system,connected to the requirement of the employment of teachers.The new accreditation criteria added the assessment of teachers' comprehensive quality and professional ethics,which conformed to the development of teaching profession,and which could effectively improve the enthusiasm and creativity of teachers.This research analyzes the reform of teachers' profession title of primary and middle school through the documentary references,surveys,and interviews.It deeply demonstrates the path of reform with the alternation of the plans,the results of the assessments,and the comments on the assessments.It also reveals the teachers' appeal and expectation towards the reform with their sincere suggestions which facilitate the progression of the reform.There are six constituent parts in this research paper.First,the introduction briefly explains the reasons and the significance of this topic,defining the relevant concepts and analyzing the reforms of teachers' profession title in China and across the world.Second,the background information of the reform of teachers'profession title of primary and middle school in Baoji offers a general development of the teachers in primary and middle school in the last three years.It introduces the five stages that the reform followed,based on the development of the national title reform.Third,it explores how the reform in Baoji proceeded from 2009 to present.The reform experienced four important phases:preparation,transition,improvement and maturity,leading to the remarkable success in the ninth year.Fourth,it illustrates the results from the questionnaire and from the statistical yearbook,discussing the problems still found in the accreditation process,the unsatisfactory performance in the schools,the problems of employment position ratio,and so forth.Fifth,it puts forward the possible approaches to the problems raised in the fourth part.Sixth,it draws a conclusion of the whole research.The combination of the theories and the practical conditions helps to raise more effective approaches to the success of the reform.The research and analysis of the reform of teaching title in primary and middle schools in Baoji facilitates personal training and the positive development of basic education profession.
