The title evaluation system is the main way to measure the professional and technical level of primary and secondary school teachers,and it is an effective incentive for primary and secondary school teachers.Teachers' job evaluation is not only to improve wages and salaries,but also to achieve professional goals and ideals.In addition to material benefits,professional titles give teachers a sense of spiritual honor.Since 1986,China has established a system of title for teachers in primary and secondary schools.In the early stage of its establishment,it played a positive role in improving teachers' salary and stimulating teachers' ability to improve their ability.However,with the development of the times,the title system gradually showed its drawbacks and caused some problems.It has affected the enthusiasm of teachers,and the reform of the title system of primary and secondary school teachers cannot be delayed.From the pilot reform of the primary and secondary school teachers' title system in 2009,to the pilot expansion in 2011,and to the comprehensive deepening reform in 2015,the primary and secondary school teacher title system has been continuously improved and matured in issues and disputes.This study takes the case of the evaluation of the teachers' titles in the Y district of Z City,Henan Province as an example.Using the literature research method,the field investigation method and the case study method,the evaluation policies,evaluation criteria and review process of the primary and middle school teachers in Henan Province are reviewed.The problems found in the survey were summarized.It is found that the problems of the evaluation of the titles of primary and secondary schools in Henan Province are mainly concentrated in the following aspects: the shortage of posts and indicators,the lack of scientific evaluation standards,the unreasonable evaluation process,and the disadvantages of the evaluation and employment mode..The main reasons for these problems are: the evaluation system for teachers' titles in primary and secondary schools is not perfect enough;the degree of review is too high;the lack of post-employment management for primary and secondary school teachers can result in incapable job appointments.Ways to solve these problems include: scientifically setting the proportion of job title structure of primary and secondary school teachers,improving the evaluation system of primary and secondary school teachers' titles,improving the unreasonable factors in the process of review,and alleviating the contradictions caused by the combination of evaluation and employment.Through a series of measures,the primary and secondary school teachers' title system will operate more rationally and in a standardized manner,and truly give play to the incentive role of primary and secondary school teachers,guide teachers to improve teaching level and professional quality,and inject new vitality into education.
