Primary and secondary school teachers as an important part of the implementation of basic education in China,the quality of their development is related to the quality of basic education in China.The title system of primary and secondary school teachers,as an important system to evaluate the professional level of primary and secondary school teachers,the quality of work,the size of teaching achievements and other aspects,has experienced three stages since its implementation in 1986: establishment,exploration,reform pilot,and full implementation.The reform of professional titles has achieved remarkable results and has been carried out in an orderly manner throughout the country.In the outline of the national medium and long term education reform and development plan(2010-2020),the State Council clearly put forward the strategy of "setting up senior teachers' positions(titles)" in primary and secondary schools,which has made a new breakthrough in the title system of primary and secondary school teachers,become an important measure to improve the quality of primary and secondary school teachers,and also play a crucial role in promoting the development of compulsory education.However,the setting of senior professional titles of primary and secondary school teachers does not really bring more positive guidance to the majority of primary and secondary school teachers who are integrated with a variety of characteristics such as long-term,complexity and practicality.There are a lot of problems in the evaluation of senior professional titles of primary and secondary school teachers,such as few indicators,high standards,and nonstandard process.As a result,the evaluation of senior professional titles of primary and secondary school teachers has not fundamentally improved the social status and treatment of primary and secondary school teachers,nor has it brought strong incentives and incentives for teachers in the teaching front line.For this reason,this study takes five schools in C City as an example to analyze the actual problems and causes in the evaluation of senior professional titles of primary and secondary school teachers,and puts forward targeted solutions based on specific problems,in order to provide a reference for the efficient implementation of the evaluation of senior professional titles of primary and secondary school teachers.This paper is divided into five parts.The first part is the introduction,which mainly includes the proposal of research questions,the analysis of existing research status,the significance of this study,theoretical basis and research methods.The second part is to elaborate the evolution of the title system of primary and secondary school teachers in China,and to define the relevant concepts,and to elaborate the positive significance of the senior Title Evaluation of primary and secondary school teachers.The third part is to elaborate the achievements and problems of the evaluation of the senior professional titles of the primary and secondary school teachers in C City: firstly,the achievements of the evaluation of the professional titles in C City are described;secondly,the problems existing in the evaluation of the senior professional titles of the primary and secondary school teachers in C City are analyzed and summarized through the questionnaires and interviews of the teachers with different professional titles.In the fourth part,on the basis of finding out the problems,according to Herzberg's two factor theory in the incentive theory,the author analyzes the causes of the problems in the evaluation of senior professional titles of primary and secondary school teachers in C City.In the fifth part,according to the incentive theory,the author puts forward the countermeasures to improve the evaluation of senior professional titles of primary and secondary school teachers from four aspects: index distribution policy,evaluation standard formulation,evaluation procedure implementation and follow-up management mechanism.
