As a fundamental part of institutional system of education,Teachers' Title System in Chinese Primary and Secondary Schools plays a vital role in promoting teachers' career progress and advancing education's development.With the development of the times and the new demand of High-quality Development Concept on education,however,its systemic problems has emerged.These problems has been seriously obstructing teachers' career growth,impeding the development of the education of foundation stage.It's urgent and vital to inspect it over,make an in-depth study and a comprehensive investigation from the perspective of teachers so as to find the deep roots and a thorough solution to the systemic problems.Consulting Incentive Theory and Scientific Management Theory,this study ponders on the adaptability between system design and peculiarity of foundation education.Based on the survey of City B,Province A,it focuses on evaluation from teachers to the system through methods of questionnaire,interview and documentation.As the analysis reveals,the system's problems mainly consists of insufficiency of scientificity and fairness,insufficiency on its promoting role,negative consequence of unreasonable treatment disparity.The root cause,briefly,is the neglect of adaptability between system design and field peculiarity.The countermeasures,to sum up,are to perfect the system's orientation,to optimize the system's design and its operation mechanism.May this study bring a deeper understanding and inspiration on correlated theories and system design.It is expected that this study,as a new proposal,could supply a new path for system reform and propel system reform forward so as to achieve the high-quality development of the education of foundation stage.
