Teachers are known as the engineers of human soul,the backbone of teaching and solving doubts,and the core of implementing the strategy of "strengthening China through science and education" and "strengthening China through human resources".As an important part of the teaching staff,primary and secondary school teachers are the main force in the implementation of compulsory education and the source of strength for the steady improvement of China's education cause,which is related to the rejuvenation of the nation and the great cause of national rejuvenation.Professional title system is the main management system for evaluating the quality and ability of professional and technical personnel,and it is an important basis for the selection and appointment of units.The professional title system of primary and secondary school teachers is the main means to evaluate the teaching level and teaching ability of primary and secondary school teachers.It is also the precondition for the scientific allocation of teacher resources and the management of teacher employment.It has special significance for promoting the professional development of primary and secondary school teachers and strengthening the construction of primary and secondary school teachers.In recent years,the whole country has been deepening the reform of the professional title system.L City,as a prefture-level city in the central and western provinces and an old revolutionary base,issued the Implementation Plan of comprehensively deepening the reform of the professional title system for primary and secondary school teachers in L City at the end of2016 under the overall deployment of comprehensively deepening the reform of the professional title system for primary and secondary school teachers in L City.Through to the L city system of primary and secondary school teachers titles to research deeply and objectively and comprehensively,to find the unreasonable factors exist in the system of primary and secondary school teachers titles,and puts forward Suggestions for improvement,for the improvement of the system of primary and secondary school teachers titles L city for reference,also hope to be able to to other parts of the primary and secondary school teachers professional-title system play a certain reference value to the reform and development,for the province and the national primary and secondary school teachers title system reform to provide the theory and practice basis.In this paper,the title system of primary and secondary school teachers in L city is taken as the research embed point,and through literature analysis,interview method and investigation method,the evaluation standard conditions,application materials,application process and evaluation methods of primary and secondary school teachers' title in L city are deeply studied.Found high appraisal demands is too high,honor,evaluation standard is various,the difference of subject,declare index scarce,democratic appraisal implementation does not reach the designated position,not required ethics evaluation problems,the causes of the problem are: the lack of institutional innovation mechanism,the difference between big title series,after review security administration level is too high,the lack of management,etc.To this,the text puts forward the education teaching,strengthening teacher's ethics evaluation,proper attention to strengthen of teaching evaluation,the honor as a reference conditions,fully guarantee the public procedure,the pass of school report recommended,to set up the Internet to declare title model,a directional evaluation,introduction of student assessment,a public vote,improve teaching age allowance,increase the proportion of senior post structure,implementing dynamic job management mechanism,etc.Countermeasures and Suggestions.
