Youth is the future of the motherland,and the hope of the nation.Sport activities play the important role in the process of youth physical and mental development.The party and the government always seriously concerns that the problems of the physical and mental health of adolescents and the sport activities of adolescents.They have issued a series of policies from the state,the ministries and commissions directly under the State Council,and the local governments to ensure the development of youth sports activities,We will be this series of policies collectively referred to as youth sports promotion policy.However,the current level of youth sports activities and the extent to which the situation is not optimistic.This is largely related to the fact that the promotion of youth sports activities has not been really implemented and implemented.Public policy argues that policy enforcement is the process of turning policy ideals into reality,and the level of policy enforcement is a key factor in the effective implementation of policies.It can be seen that the promotion of youth sports activities to promote the level of effectiveness of policy implementation is to protect the smooth development of youth sports activities.This article is based on the "Youth Sports Activities Promotion Program" research project,as one of the sub-topics focus on youth sports activities to promote the effectiveness of policy research.In view of the above problems,this paper uses the method of literature,questionnaire,policy model,comparative analysis and expert interview to study the status quo of the promotion of youth sports activities at the national level and directly under the State Council.At the same time,in the theory of public policy enforcement,"Mead-Horn's system model" and "China's public policy implementation effectiveness model" as the theoretical basis for the construction of youth sports activities to promote the effectiveness of policy implementation,in order to determine the effectiveness of youth sports activities to promote policy The impact of elements,the initial construction of youth sports activities to promote the effectiveness of policy implementation model.On the basis of this,through the interviews with experts in the fields of youth and sports management,combined with expert opinions on the adjustment of the factors affecting the effectiveness of the implementation of policy activities and the factors of the young people's sports activities,the model of the preliminary construction is optimized and the youth sports activities Policy enforcement effectiveness model.Through the analysis,the model of effectiveness of policy promotion for youth sports activities includes five elements: the policy implementation subject,the policy itself,the policy implementation mode,the policy implementation resources and the policy execution environment.At the same time,this article on the promotion of youth sports policy to promote the effectiveness of policy implementation,the following recommendations: to improve the implementation of the main implementation of the policy,improve the policy itself to make it more scientific and rational,innovative policy implementation,strengthen the policy implementation of resources Role,optimize the policy implementation environment,the establishment of long-term policy implementation supervision and evaluation mechanism.This paper is helpful to understand the implementation of our country's youth sports promotion policy,through the analysis of influencing factors and the construction of the model to promote the effectiveness of policy implementation of youth sports activities,so as to better implement the youth sports activities for policy management reference.
