At present,with the economic development of our country entering the new normal,the development of the party and the state is flourishing,and the management system and the standard of the civil servant training are gradually increased,and the style of running the party strictly in an all-round way presents a new look.However,due to the constraints of various reasons,the pace of reform and innovation of the civil service management system is far from keeping pace with the changes in the times and the changes in the situation.Civil service management is still faced with a series of deep-rooted old ideas or unexpected new situation.At the same time,At the same time,the implementation of the concurrent system of posts and ranks is aimed at solving a personnel management system that has little room for career development and low wages for civil servants at the grass-roots level,which is a system innovation based on the combination of position and rank,so this study is of great significance.at the present stage,China has achieved some positive results in the parallel system of post and rank for the grass-roots civil servants below county level,but there are still some problems worth discussing.Combined with the actual situation of L County,This paper assesses the achievements and shortcomings of the concurrent system of post and rank promotion for basic civil servants,and sums up the three challenges in the implementation of the concurrent system of duty and rank promotion at present,which mainly include that there is a bias in the cognition of the concurrent system of post and rank promotion,and the current annual assessment results are difficult to provide the basis for the implementation of the system,and the increase of civil servants’ salary and benefits after promotion leads to the increase of local financial pressure.At the same time,through consulting the literature and the contact information,and based on the two-factor theory,taking L county grass-roots civil servant position and the rank promotion parallel system as the entry point,the present system is deeply explored in the implementation and construction of the system,and the measures and suggestions to perfect the post and rank system are put forward,which are summarized as follows:(1)Government departments can improve the understanding of the system itself by conducting training and related lectures for civil servants at the grass-roots level;(2)By perfecting the quantitative assessment index,optimizing the examination system,establishing the competition and withdrawal mechanism of rank and perfecting the supervision system to ensure the fairness and fairness of the concurrent system of post and rank promotion;(3)Perfecting the salary system and structure of grassroots Civil servants and ensuring the rational use of Government funds;(4)By optimizing the rationality and maneuverability of the policy,we can enhance the incentive function of the rank and optimize the acceptance of the policy to optimize the top-level design of the civil service system.
