On January 15,2015,the general office of the CPC Central Committee and the general office of the State Council issued the opinions on the establishment of a concurrent system of post and rank of civil servants in institutions below the county level.The purpose of the opinions is to establish a concurrent system of post and rank in institutions below the county level.Due to the current actual situation,the treatment of civil servants,especially the treatment of grass-roots civil servants,is generally low,and civil servants can only improve their treatment by improving their positions.However,according to statistics,about 92%of civil servants belong to the level below chief staff,and the grass-roots civil servants account for about 60%of the total number of civil servants.At the same time,because of the establishment of institutions,it is more difficult for grass-roots civil servants to be promoted,which leads to the low overall income level of grass-roots civil servants not to be improved for a long time,so it affects the enthusiasm of grass-roots civil servants.The opinion is an important document to fully implement the rank promotion system at the grass-roots level.According to the effect of the opinion for more than four years,civil servants in grass-roots units below the county level have made some achievements in implementing the concurrent reform of post and rank,to a certain extent,it has stimulated the majority of grass-roots civil servants and aroused their enthusiasm for work,but the system is specific.There are also some problems in the process of implementation.On the basis of summing up the experience and lessons,the general office of the CPC Central Committee issued the regulations on concurrent post and rank of civil servants in June 2019 to further refine the system.The opinion document has an important reference value for the study of concurrent post and rank of grass-roots civil servants.Based on the analyses of the connotation of post and rank,this paper takes the grass-roots civil servants of X county as the research object,adopts the method of combining questionnaire survey and interview.In the early stage,after the questionnaire survey,and through the interview with the relevant civil servants of X county,we can understand the implementation of the concurrent system of post and rank of local government functionaries below the county level and the effect after the implementation.Through the collecting and analysing the questionnaires,we can get the results of the parallel system of post and rank in X county.The salary and treatment of civil servants have been improved,the social status has been improved,the grass-roots civil servants’ team construction has been further stabilized,and the work enthusiasm has been improved.The problems existing in the process of implementing the reform of the post and rank system in X county have been found out,including the huge financial pressure caused by the increase of the rank salary,the lack of scientific assessment mechanism,the defects in the implementation process,and the post service promotion is still a hot issue pursued by grass-roots civil servants.This paper objectively analyses the significance and limitations of the concurrent system of post and rank of the following civil servants of X county,finds out the causes of these problems,and puts forward solutions and suggestions to the existing problems of the concurrent system of post and rank of civil servants,so as to better implement the concurrent system of post and rank. |
