Looking at the development trend of civil servant management in my country in recent years,the most important content is the implementation of the parallel system of civil servants’ positions and ranks(hereinafter referred to as the "double-rank parallel system"),and carry out rank promotion in the national civil service system.This system is an important exploration in the field of public administration.In order to solve the problem of promotion difficulties for the majority of grass-roots civil servants due to the small number of staff and the small number of positions.The dual-position parallel system of civil servants has adjusted the promotion method of only the "single line" of the original position,and opened the"second channel" of rank promotion.On the one hand,it broke the original "ceiling" that existed through job promotion.On the other hand,after increasing the rank level and the number of positions,the "small step and fast run" has been realized through rank promotion.To a certain extent,it alleviates the "weariness" caused by the long-term failure of civil servants to meet their personal professional needs.Make the civil servant team more dynamic and improve the salary of the civil servant group.It has fully stimulated the initiative of civil servants to start a business.In 2018,the Central Committee of the Communist Party of China issued the "Plan for Deepening the Reform of Party and State Institutions",which merged the former China Banking Regulatory Commission and the former China Insurance Regulatory Commission into the China Banking and Insurance Regulatory Commission,and became a public institution under the State Council managed with reference to the Civil Servant Law.Shandong W Banking and Insurance Regulatory Bureau,as the dispatched agency of the China Banking and Insurance Regulatory Commission,will carry out the parallel work of implementing positions and ranks in 2019 according to the unified deployment of the China Banking and Insurance Regulatory Commission.In view of this,this paper summarizes the parallel development process of civil servants with dual positions,and takes the implementation of the dual-position parallel system by the W Banking and Insurance Regulatory Commission as the background.Taking the situation of rank promotion as the starting point,using the theory of demand hierarchy,fairness theory,Peter principle,and taking questionnaires,interviews,case analysis,to deeply study the rank promotion situation of W China Banking and Insurance Regulatory Commission.The construction and configuration of the cadre team is more reasonable,the entrepreneurial enthusiasm of the officers continues to increase,and the working atmosphere is stronger.The satisfaction of cadres has generally improved,and they have given high praise to the promotion of rank in the parallel of position and rank.However,at the same time,there are still problems such as inaccurate grasp of the specific regulations for rank promotion,unreasonable rank promotion process,and insufficient supporting management for rank promotion.In-depth research shows that there are three main reasons for these problems.The lack of awareness of rank promotion,the limitations of rank promotion itself and the lack of clarity on the supporting measures for rank promotion.In response to the above problems and their causes,optimization and improvement should be carried out from three aspects:strictly implementing the rank promotion regulations,strengthening the management of the rank promotion process,and improving the supporting management measures for rank promotion.Provide countermeasures reference for Shandong W Banking and Insurance Regulatory Bureau to better carry out rank promotion work. |
