Civil servants,as an essential part of human resources in the state administrative management system,guarantee the state management of public affairs and promote the effective implementation of other public policies.Xi Jinping,General Secretary of the CPC Central Committee,has repeatedly stressed that it is necessary to build a high-quality and professional civil servant team.In order to deepen the classification reform of civil servants,promote the link between parallel position and rank,optimize the salary level,establish and perfect the incentive system,the General Office of the CPC Central Committee issued the regulations on parallel position and rank of civil servant,basing on the newly revised the civil servant law of the People’s Republic of China.According to relevant laws and regulations,the regulation clarifies the sequence of posts and ranks,the rank setting and ratio of posts,the determination and promotion of rank,the treatment of rank,the management and supervision,and so on.General Office of the CPC Shanxi Provincial Committee issued the implementation program of regulations on parallel position and rank of civil servants,ensured the central policy into effect,providing a strong organizational guarantee for Shanxi Province to develop a new situation.In this paper,by consulting the relevant literature and combining with the actual work,we analyze the implementation effect of regulations on parallel position and rank of civil servants in the department of industry and information technology of Shanxi province,summarize the status of civil servants in provincial organs.We then analyze the influence of unscientific assessment on the promotion,discuss the defects of direct guidance of seniority.We consider that in the current promotion process,due to the high importance of the posts,there is a lack of independence in the actual work of the civil services and these problems need to be analyzed in the specific overall arrangement.On the basis of these,we puts forward some special measures and suggestions in the aspects of civil servant assessment system and promotion channels,and so on,which also provides some reference for the further improvement of the system.
