Under the current new economic norm,the contradiction of the irrational allocation of health resources has become more and more prominent.How to allocate the limited resources of medical and health services reasonably and efficiently has become an important link in the sustainable development of China's health cause.Therefore,the purpose of this study is to use health economics and welfare economics theory as a guide,and to combine health statistics data of 30 provinces,autonomous regions and municipalities(excluding the Tibet Autonomous Region,Hong Kong,Macao and Taiwan)in 2011,on the basis of previous studies,And measure the allocation efficiency of medical and health resources in China,and further explore the factors affecting the allocation efficiency of medical and health resources in China,at the same time on the basis of empirical research regional differences,put forward the corresponding policy recommendations for scientific and rational allocation and adjustment of domestic Medical resources,improve the efficiency of the use of medical resources to provide an important basis for decision-making.In this paper,the allocation efficiency of medical and health resources in China and its influencing factors as the center,which is the main line through the full text of the study.Firstly,based on the previous research results,this paper,based on the basic conception of the allocation of medical and health resources,based on the resource allocation theory,western efficiency theory and public product theory,carries out a series of studies on the allocation efficiency of medical and health resources.Among them,the measure of efficiency is one of the core contents of the article.This paper uses the super-efficiency SBM model to evaluate and measure the allocation efficiency of health resources in each province in 2011.This model takes into account the slackness of input and output,and makes up for the defect that the efficiency of the basic model cannot exceed 1,which is more suitable for the research of this paper.On the basis of the measured health-care allocation efficiency value as an explanatory variable,we construct a spatial econometric model to test and analyze the spillover effect of the allocation efficiency of medical and health resources and the impact mechanism,mainly from China's medical and health Resource allocation efficiency of the spatial correlation and influence factors of two aspects of empirical research.By measuring the global Moran's I index,the study shows that the spatial correlation of the allocation efficiency of medical and health resources is high,indicating that space factors cannot be neglected in the research of impact mechanism.Therefore,we introduce the spatial factors into the measurement model.By comparing the relevant indexes,we find that the spatial error regression model(SEM)is more reasonable.The analysis of the regression results shows that the educational level,policy support,marketization and medical scale have a significant impact on the allocation efficiency of medical resources in China,and the spatial correlation between regions cannot be ignored,and per capita GDP,population density and the effect of urbanization level on the allocation efficiency of medical and health resources is not significant.Based on the above findings,this paper proposes three policy recommendations,namely,to improve the proportion of government health expenditure,improve the health of the market level and improve the quality of health services.
