It is great theoretical and practical significance to scientifically evaluate the implementation effect of general practitioner system in poverty-stricken areas.On the basis of analyzing and discussing the relevant theories of general practitioners,this paper investigates the implementation of the system of general practitioners in Lantian areas in poverty-stricken areas.The residents,general practitioners,primary health care institutions and health care departments are the main body of the evaluator.The number of doctors,the recognition rate of residents,the satisfaction rate of residents,the rate of primary diagnosis at the grassroots level,the contracted service rate of residents as the mainly index to analyze the implementation effect of the general practitioner system,so that found the problems and the reasons,then discuss the way to improve the general practitioner system in poverty-stricken areas.Effect of general practitioner system in Lantian areas:The rate of contract signing has increased year by year,there is a stable contract relationship between GP and residents;residents are more likely to be admitted to the general practitioner,and the strained doctor-patient relationship will be reduced;Community-level health services have been enhanced and the practice of resident visits has been gradually changed.The study also found thatGP's quantity in Lantian areas is per million population of one GP,that is lower than the national standard;general practitioner qualifications to secondary school,junior titles accounted for a high proportion;the government lack of propaganda system,The traditional medical concept and medical treatment model deep-rooted in resident's mind;the areas still in simple grass-roots medical conditions,GP's the service content is not comprehensive;the institions lack of effective incentive mechanism,GP's work enthusiasm is not high;the first diagnosis,two-way referral system have difficulties to implement,has not yet reflected the advantages of the GP system.Suggestions: the external recruitment should be combined with the internal transfer training to strengthen the construction of the GP's talent team,combine the characteristics of the medical staff to improve the general education system;enhance publicizing of the GP system;encourage the residents' mind from cure to prevention;increase government investment,ameliorate the primary health care environment;reasonable positioning of general practitioners function,make service content clearer;improve the incentive mechanism and enhanced the enthusiasm of GP;using multi-channels to push on grass-roots first and two-way referral system.Innovation: This article through the general practitioner system stakeholders Quartet-residents,general practitioners,primary health care institutions,health departments to evaluate the effect.To use of specific quotas combined with quantitative qualitative methods,so that make the effectiveness much more scientific.
