ObjectiveShanghai urban general practitioner service team is a new community health service organization, which depends on community health service center and makes community health service station as work platform. It delivers "six in one" comprehensive health service to resident safely, efficiently, conveniently and economically. Through more than 3 year's development, Shanghai urban general practitioner service team had already worked on the right path. It is urgent to build up a corresponding evaluation index system to promote standardized operation and healthy development of the general practitioner service team.The objective of this study is to establish a scientific, efficient and operatable evaluation index system for Shanghai urban general practitioner service team to improve the degree of standardized and scientific management. At the same time, through using this evaluation index system on the spot, we can know the present situation of team's work and test the practicability and operability of the evaluation index system, which serves as the basis for future improvement of the evaluation index system.MethodsBased on literature review and group discussion, an initial evaluation index system of Shanghai urban general practitioner service team was initially built up. Then we conducted two rounds of Delphi consultation by mail and email. The data were input and analyzed with SPSS11.0 for Windows and Excel 2003. The evaluation index system of Shanghai urban general practitioner service team was finally set up. The evaluation index and their weights were determined with percentage weight and multiplication approach. We made the questionnaire according to the evaluation index system, and select eight general practitioner service teams of eight districts in Shanghai urban area as objective of demonstrative study on the spot. The eight general practitioner service teams were evaluated by the comprehensive score.ResultsThe evaluation index system of Shanghai urban general practitioner service team was established after two rounds of Delphi consultation, which consists of five first-class indicators and fifty-six second-class indicators. The five first-class indicators are staffing, infrastructure, quality and quantity of service, continuing education and satisfaction degree of suppliers and demanders, with weight 0.2153, 0.1978, 0.2087, 0.1869 and 0.1923 respectively. The active coefficient for two rounds of Delphi consultation was both 100%. The authoritative coefficient of the two rounds were 0.852 and 0.883 respectively. The harmonious coefficient of importance of the evaluation index were 0.251 and 0.411 respectively. The result of demonstrative study shows that the comprehensive scores of eight general practitioner service teams were 78.4493, 65.9167, 69.3179, 63.8600, 59.5262, 70.7050, 73.2687 and 61.0874 respectively.ConclusionsThrough using Delphi method scientifically and reasonably, we set up the evaluation index system for Shanghai urban general practitioner service team, with integral contents, strong operability and easy use. This evaluation index system not only reflects on the present situation of Shanghai urban general practitioner service team, but also meets the needs of sustainable development, which can provide policy orientation. According to the results of the survey, we find some problems such as implementation of chronic disease management, two-way referral process and satisfaction degree of staff, etc, which should be improved.
