Research On Verification And Certification Of Rural Land Right In Chang'an District, Xi'an City

According to requirement by Shaanxi government and arrangement of the agriculture and forestry committee of Xi'an city,the Verification and Certification of rural land right of Chang'an district was carried out in June 2014,accomplished and examined in July 2016.The Verification and Certification of rural land right relates to the vital interests of thousands of farmers. The policy formulation and implementation will have important influence on the current society. The Verification and Certification of rural land right has been raised continuously in the Central Document No.1, since 2008. The Twelfth Five-Year Plan for National Economic and Social Development of the People's Republic of China requires to implement the work effectively and improve the function of rural land right, so as to protect farmers' right of possess, use, and benefits from the land.Taking the Chang'an district, Xi'an city as an example, and through the investigation of the process, operation mode and its implementation situation, this paper studied the verification and certification job of the Chang'an district, Xi'an city. By adopting methods of literature review, household survey, depth interview, and statistics, we analyzed the entire process of verification and certification of rural land right in Liyuan village and Dashao village of Huangliang Street. Results show that, there is petition problems since the confirmation of rural land right starts, besides, the work process is not implemented effectively and strictly. As a result, how to maintain the situation after the verification and certification of rural land right should be paid more attention.Based on the accomplishments of the 22 streets of Chang'an district, this paper suggest that, firstly, explore new ways to solve the petition problems based on local conditions,secondly, records of the file should be managed effectively, finally, enhance the management of rural land contracts.From the research of Chang'an district Xi'an city, we get conclusions as follows: set up the socialization service platform of land right certification; build up the information and data management system of land contracting and management; establish a trading platform of Land contract and management right, and provide mortgage and financing services for the trading.After recognizing the policy significance, mass participation, and realistic characters ofcertification and verification of rural land right, there are some forecasts of this work: it expanded the rural property rights to a “live asset”, which is negotiable and mortgageable; it enables new rural business entities to carry out large-scale management, and as a result boosts the rural industry; “negotiable, mortgageable, and carryable ” enabled farmers to go to cities without worries, and promotes urbanization in the further.
