Study On The Registration And Certification Of Rural Land Contract And Management Rights In A Town Of Yingkou City

The Central Document No.1 in 2013 put forward "Improve the registration system of rural land contractual management rights,strengthen the protection of property rights of rural farmland,forest land and other types of land-contracted management rights,basically complete the registration and certification of rural land contract and management right and properly solve the problems of unclear areas within 5 years." Since then,various provinces and regions across the country have successively carried out registration and certification of rural land contractual management rights.Up till now,the work is nearing completion..However,there are still many unresolved problems.This paper conducted an in-depth study of this work with the methods of literature analysis and field investigation.Firstly,the article explained the core concepts,main body,tasks,procedures,and systems of the registration and certification of rural land contractual management rights.Then,taking A town of Yingkou City as an example,the progress of the registration and granting of rural land contractual management rights was described,the major problems in the work were revealed and the causes were analyzed from the perspective of policy implementation.Finally,to solve the problem of the registration and granting of rural land contractual management rights in A town,Yingkou City,the specific countermeasures were proposed from four aspects,including improvement of relevant laws and regulations and systems,strengthening of policy propaganda,improvement of the professional quality of staff,and the full play of the role of collective economic organizations in the self-govemance of villagers.
