Agriculture is the foundation of economic development in China.Land is the fundamental factor of agricultural production.however,with the development of economic society and the gradual improvement of modernization degree,there are many problems related to land,which not only affect the implementation of the policy,reduce the total agricultural production,indirectly caused the economic loss in China,resulting in the instability of rural land policy.In the face of such grim situation,the central Committee of the party held in the third plenary session of the third central Committee in October 2008,clearly put forward the request " to do a good job of rural land right,registration,certification work ".Up to now,the central No.1 document has a relative demand for the implementation of rural land contractual management right registration certificate,so the research on how to solve the problems in the rural land contractual management right registration certificate work,speed up the implementation of the central Committee policy,improve the level of rural management and promote agricultural modernization,has been an arrow on the string.Based on the above background,taking the actual economic and social development of Jingchuan County in Gansu province as the basis,this paper mainly studies the registration certification of rural land contractual management right.Through studying the problems existing in the practical work of the right registration of rural land contractual management right,the causes and countermeasures of the problems,the following conclusions are drawn.Firstly,through the reading and research of relevant literature,the actual work data analysis and summary,discusses the rural land contract operation registration certification work,in guaranteeing farmers' legitimate rights and interests,stabilizing farmers' contract rights,increasing farmers' property income,dissolving farmers' land disputes and promoting rural land circulation,discusses the status quo of the ruralland contractual management right registration certification work,finds out the existing problems,analyzes the causes of the problems,and puts forward solutions to the corresponding problems.Secondly,through in-depth survey of rural land contractual management right registration certificate work,found that although there are many advantages,such as increase farmers' property income,promote rural land transfer and other advantages,but compared to other areas,there are some major problems," land without license "," landless without license "," land with evidence ",a large number of rural labor force transfer,resulting in rural labor shortage,resulting in rural land abandonment,rural land contract and management of separation of the contradiction,and because of the past tools of land survey,the village Committee leading cadres of better and pro-thick,and other reasons caused by historical legacy.Thirdly,based on the in-depth analysis of the existing problems,combining with the local rural reality,summed up the flexible broad propaganda policy,improved enthusiasm,improved agricultural service quality,full exchange and coordination of conflict prevention,encouraging farmers to develop a variety of business models,highlighting the government coordination is the main way to resolve the contradiction between the main channels and strict legal procedures to ensure the registration of the right to the authentic light county rural land contract right registration certification work problems,provide ideas,clear direction.
