The competition between modern enterprises, no matter how complex, eventually focused on enterprise talent competition. For an enterprise to an impregnable position in the fierce market competition, the need to continually improve the ability of organization members and performance level, in other words, the ability of enterprise core staff quality determines the core competitiveness of enterprises.In this paper, we study the communication operators, belong to large state-owned enterprises, is currently in a critical period of transformation. In recent years, the strong impact from the mobile Internet, mobile traffic explosive growth, OTT business operators SMS and voice business to bring huge impact, caused by incremental income phenomenon, transfer to terminal and application of information consumption constantly. Camp to increase policy at the same time, and speed up JiangFei costs and revenues of all operators side. Homogeneity of the communications industry growing competition, three carriers faced by pipelining and marginal situation. In the critical period of enterprise transformation, middle management at the core of enterprise development power, they play an important role to the development of the company. At present, companies continue to use the old traditional talent selection and incentive mechanism in state-owned enterprises, have been unable to meet the need of talent development strategy in transition. Based on enterprise strategy and organizational culture, etc, on the basis of the theory of human resource management, competence quality, strategic management, organizational behavior, performance management, psychology and other aspects of research achievements, competence quality model of middle managers of the enterprise has carried on the beneficial exploration, for the enterprise human resources management to provide scientific theory basis.This paper, first of all, the competent quality model of the relevant theories and research status at home and abroad in detail, then analyzes the development of MY company, the company's middle management structure and the selection of the status quo, and then, through the research of middle management and interviews, statistics and analysis of survey data. Combined with the enterprise development strategy and cultural background, to establish a set of enterprise middle managers competence quality model of communication. Finally, this paper discusses the competence quality model application in the enterprise human resources management, as well as other operators in the industry of human resources management work provides a scientific reference basis.
