With the influence of industrial structure adjusting and economic slowdown,traditional economic enterprises are pressured by both issues of self-reforming and competition of private capitals.The competition which comes from the opening-market is harder and harder.In the market economic system,the competition between the enterprises is actually the competition between the human resources of the enterprises.Face to the unstable competition environment,most of national enterprises choice to use training as the way to increase their value of human resource and core competence.This thesis choice a national training institute as the research object A,by the research methods like literature analysis method,comparative analysis method,and regression analysis method to research its using-payment system.The result of researching shows problems of the payment system like ineffective and rigid.The salary level of their professional clerks is lower than the average level in market.The regression analysis method shows the average pay and per capita profit is relativity,therefore the reforming is the key point to make change.As the researching,the way to design an effective and powerful salary prompting mechanism include two phase,phase one is to design a position system by the salary management strategy and the motivation opinions of the enterprise,phase two is to link each position to a reasonable salary pay which could encourage the staff to create values.The designing salary distribution system must to include both examining of capability and performance of the staff,to motivate and encourage the staff that creates values for the enterprise.The structure of salary system can be designed by the idea of differentiation and base on performance,to complete an efficient and effective salary system to the enterprise.This salary system can be also a good consideration sample to all national economic enterprises.
