Today's society has entered the information age;the application of information technology is becoming more extensive. The enterprise information system is becoming more and more dependent on infor mation system. Correspondingly, the improvement of the level of information has made the enterprise IT departments to increase the workload of IT services. On the strategic point of view on enterprise construction and information strategy, resource strategy is essential for the treatment of IT service outsourcing. Moreover, the outsourcing of none cores business to the cost of the enterprise itself and the core competitiveness of the enterprise to enhance the positive role of promoting. In the context of expanding the scale of IT service outsourcing in enterprise information department, the first party's project manager and second party's project manager need to solve the important problem is a comprehensive evaluation of the project team members' work. As the service scope of the project team members is not the same, the traditional evaluation method can't accurately measure the service quality of IT service outsourcing personnel with different job responsibilities. Project itself can't clearly show the performance of the Information Department of the party to its business.In this paper, we had studied the performance evaluation method, such as balanced scorecard, for a group of IT management center IT service outsourcing projects, as a case analysis, design and implementation of outsourcing service project personnel performance evaluation system. The Balanced Scorecard Principle and the key factor of IT service management and the characteristics of IT service support for the information system of the group had become the basis of the evaluation system of the evaluation factors. In determining the weight of the performance appraisal system, using the analytic hierarchy process. Finally, a complete performance evaluation system is obtained.The concept of BSC and the “continuouing improvement” of ITSM. It's a set of performance management system, which is a part of service outsourcing project and the management staff of first party. Based on the data of the operation and maintenance work, the assessment results of the project members in the assessment period are obtained by taking the different scoring roles as the target. Finally evaluate the performance of the project members.
