| Performance evaluation is not only able to summarize the results of businessoperations and enhance staff motivation, but also improve enterprise management leveland competitiveness. As one of the performance evaluation tools, Balanced Score Cardhas drawn the attention of experts and scholars because of its strategic, comprehensive,developmental advantages.After the analysis of related research, the existing performance evaluation and itsproblems of Heilongjiang Zhongyu Investment Co., Ltd, this paper designed a BalancedScorecard-based performance evaluation system for it combined with wind powerproduction characteristics.In the design process, this paper identified the basic elements of the performanceevaluation system. Then applied the traditional four BSC dimensions for the companyto establish evaluation index database, in which the dimension of safety and ecologicalprotection was innovatively added. Next, the paper used the Analytic Hierarchy Processto establish a hierarchical model, construct paired comparison matrix, calculate theweight vector, do the consistency test and determine the index target, and get the finalresults of each evaluation index weight. So the company’s Balanced Scorecard and theevaluation criteria for each department came into being. After the application evaluationresults and feedback were carried out, the performance evaluation system design wasfinalized. For the issues that may arise during the performance evaluation design andimplementation, this paper also proposed safeguard measures.Thus, this paper completed the company’s performance evaluation system designbased on the Balanced Scorecard, hoping to improve its management level, and enhancethe cohesion of its employees and to improve the company’s competitiveness. |
