Since 1990 s, Professor Harmer and Champion put forward business process reengineering, process management thoughts has entered a profound reform period. Its influence is indeed deep and profound, whether in scholars' research or in the enterprise management practice. Business process management maturity model is a structural method evolved from CMM(Capability Maturity Model, CMM). It is used to describe the stage development, stage characteristics and development direction of BPM. Business process management maturity model has provided suitable research ideas and methods to solve this kind of problems.Combining the characteristics of business process management maturity model and which of JR thermal power company, this paper established JR-BPM3 model with reference to internal structure and external structure. The internal structure of JR-BPM3 model is defined into 5 maturity levels: initial level, standard level, strategy level, predictable level and optimized level. In this paper, in terms of access to key index weight, we mainly obtain the original data of the key index importance degrees with the method of expert scoring method, then use fuzzy Borda count analysis method based on grid access to obtain the index weight; At the same time, obtain the JR thermal power company staff score of each index through the design and issuing of typical behavior questionnaires, so as to calculate the maturity level of business process management. On this basis, we analyze each module of process management, in order to define the improvement direction and contents in the current situation of the enterprise.Enterprise process management activity is just like PDCA quality loop. It is a continuous circulation process which prompts the comprehensive ability of enterprise process management to get improved. At the same time, in order to make the JR-BPM3 model more operable, this paper designed the implementation process of the model JR-IAII. JR-IAII is not a one-time event, but a collection of planning, organization, implementation, improvement, control and other management activities. Through the application of the model and on-the-spot research on JR thermal power company, this paper summarizes the phase characteristics of its business process management, analyzes the existing problems in business process management, and has defined the improvement direction and focus of the company.
