Research On Operation Mechanism Of Central Geological Exploration Fund

Establishment of Geological Exploration Fund is an important part of the implementation of "the State Council on the decision to strengthen geological work ". It aims to improve the early stage of mineral resources exploration, to play a guiding and stimulating role of the central finance in social capital, also nurturing exploration of mineral resources market in terms of achieving a major breakthrough from geological prospecting.After more than five years investigation, the Central Geological Prospecting Fund comes to "preliminary budget and market operation" operation mode. The role and status of the geological exploration fund is gradually being recognized by society as its operation mechanism is being mature. However, due to the Geological Exploration Fund is an innovation which no prior experience can be learned. Over the years, there is few studies in the establishment of the Geological Exploration Fund. Regarding the understanding of the management system and operation mechanism, everyone has different opinion. In practice, there are some problems that can not be ignored. To carry out the study of these issues is significant important to smooth implementation of prospecting breakthrough strategic practical which has just being promote this year.This literature will mainly utilized positive law, comparative analysis and other research methods to analysis the basic theories of Geological Exploration Fund establishment in terms of public finance, public administration and policy of mineral resources management features.On the meanwhile, the effects of the Fund inception in which the comb and the pros and cons of existing geological exploration fund operating mechanism and optional mode will be evaluated. Following, recommendations after research will be given regarding improvement of the operation and management of geological exploration fund.The study shows that the implementation of the Central Geological Prospecting Fund Organizations has achieved great prospecting results, formed fund operation and management mode set to adapt the requirements of the market mechanism, preliminary set up multi-linkage of the working platform leading to promote the development of provincial geological exploration fund. However, there are number of issues need to be solved, including projects operating efficiency and running of Geological Exploration Fund supporting policies needs to improve, the operation quality of the exploration and markets factor is essential to develop, the development of collaboration between the central and provincial geological exploration fund is lacking effective implementation of measures.Through analysed the geological exploration fund existing and alternative operation mode, as well as, combination of the promotion pace of Chinese economy market and Prospecting Breakthrough Strategic deployment, the Geological exploration fund operating mechanism can be adjusted in three stages.First stage, to reduce the risk of "convergence", full investment can be mainly dedicated. Greater efforts are inputted to secure prospecting effectiveness; Second stage, it is to continually compensate the lack of playing the role of risk-sharing in exploration market through collaboration investment; Third phase, it can be converted by way of subsidies after market is fully developed.The same time, this study also designed the operating mechanism of the "big project" to promote the significant results achieved, full convergence with the nonprofit Geological Survey "through train" operating mechanism, and promote the exploration market integrity system "access system" operating mechanism.In order to further improve the operation mechanism of the Central Geological Exploration Fund, this paper proposes to further pinpoint positioning, improving the operating efficiency of the Fund, taking into account the economic and social benefits, strengthening cooperation with provincial geological exploration fund and strengthen institutional building proposals.
