Research On The Operation Process Of Project Supervision In Central Geological Exploration Fund

Since 1980, the Ministry of Construction in China released policies regarding the usage of official supervising in construction, engineering and water conservancy in order to improve the level of investment & management and adapt the reforming &opening-up. After a decade of practices, it has gradually formed a mature supervision personnel. Because of geological prospecting industry has a special significance with economic development and national security etc., it is impacted by the planned economy in result of low market oriented and project supervision stuck in initial exploratory stage.In regard to "The Decision of the State Council On Strengthening Geological Work" released in early 2006, the Central Geological Exploration Fund(CGEF) was formally established in 2007 for the succeed in completion of geological prospecting industry market economy transition tasks. Since CGEF implements market-oriented operation mechanism to meet its project implementation requirements of regulatory constraints, it has signed a couple of contracts with China Geological Survey in geological survey. Be learning from the advanced experience of supervising in other industries, CGEF has made great efforts in which developed a set of rules for project supervision in the field of geological exploration, preliminary forming geological exploration fund project supervision and regulatory system, set up a professional team of project supervision engineers. However, CGEF’s project supervision is the pioneer of geological exploration industry supervision. There are many problems in project supervision processing.This topic is to research on project supervision of CGEF and analyze outstanding problems which currently exists in four points: Firstly, both public welfare project targets and market supervision’s standards do not match. Secondly, the administrative rules and market supervision mechanism are uncoordinated. Thirdly,the main inner loop and the diverse needs of the market supervision do not converge.Fourthly, the traditional task of thinking is incompatible with the principles of market supervision. To eliminate the above problems, this paper proposes practical recommendations observations: Firstly, it is necessary to enforce the requirements of the contract supervision strictly and promote the project supervision work comprehensively. Secondly, it is to build geological exploration industry credit system to enhance the usage of big data efficiency on supervision. Thirdly, it is to carry out a comprehensive assessment of management supervision. Fourthly, it is to improve the evaluation system and supervised engineer’s licensing system. Fifthly, it is to enhance corporation with The Geological Survey of China to arrange sensible work to geological survey engineers. Sixthly, it is timely organize several project supervision seminar meetings.As our mineral exploration market is developing, the study on operation process of project supervision in CGEF is not only to improve with having guiding role in the six geological survey center supervisory agencies, but also to promote the project geological exploration industry to be China’s market-oriented operation that has referenced.
