Export food is an important part of food safety supervision in our country, which has a direct impact on the international political relations and the overall image of the country. At present, a multitude of management departments implement cross-management of domestic and export food safety, food production enterprises mostly adopt different standards and use different production lines, the quality of food is different. China's Food safety Law has clearly put forward the risk management and public governance thinking, however, the risk management of food safety is still at a preliminary stage, it lacks risk exchanging-assessment tools and public governance measures, especially on the export food.This article starts from theoretical analysis of export food safety, risk management and public governance, to find out correlation, elaborates research status of domestic and export food safety risk management and public governance. Takes export food in Anhui province for example, points out the existence of the following problems:(1)lack of safety risk information input lead to ineffective risk management;(2) single subject of risk analysis system lead to ineffective risk management;(3) lack of risk management personnel lead to ineffective risk management;(4)dual supervision of domestic and export food lead to ineffective risk management;(5)the opposition of certification – accreditation and technical barriers lead to ineffective risk management. On this basis, the article uses the risk matrix model to assess the risk of exporting salted swine casings in Anhui province, put forward recommendations on strengthening export food safety risk management:(1) inspection and quarantine fully function and implement risk management;(2) play the role of market self-regulation in the export food safety(3) establish data sharing platform of inspection and quarantine;(4) promote the international mutual recognition of certification and accreditation;(5) promote the separation of management and inspection,establish and perfect the system of third-party admissibility;(6) promote the domestic and export food producing in " the same line, the same standard,the same quantity".
