Research On Governance Of Food Safety For Small Food Workshops In Q County Of Anhui Province

In recent years,food safety problem is becoming more and more significant,also becoming the social focus and the focal point of the government at all levels.Risk management of small food workshops in China is particularly important,especially in economically underdeveloped areas,as a common form of business entity in food processing.The author make some research on small food workshops governance in Q county.Its goal is to give some suggestions for setting standards of small food workshops,and explore operational mode of governance.In 2014,there was reform on the management of food in Q county.The administration for Industry and Commerce,Administration of Quality and Technical Supervision,Food and Drug Administration(FDA)merged into Market Supervision and Administration.Since object changed,certification process and governance should change.In the past three years,the number and types of small food workshops increased a lot.According to the Food Safety Law of the People's Republic of China,small food workshops governance issues become more urgent and necessary.With multiple governance perspective,this thesis analyses food safety management problems and its countermeasures from the angles of government,society,and workshop.The author consulted large quantities of data and information,visiting workshops,issuing questionnaires to accumulate abundant materials.When analyzing the regulatory system based on present situation and management work,this thesis finds many problems,including the single object,many areas uncovered,less guarantee,more conflict,and little factual effects.Combined with the public management theory,this paper sums up its reasons:old governance ideas,inadequate regulations,imperfect governance mechanism,unscientific performance appraisal.Based on this,this paper puts forward countermeasures for the small food workshops:improving the governance concept,perfecting rules and regulations,perfecting the governance mechanism,and optimizing the performance appraisal.
