Food Safety Governance Model And Public Policy Based On Risk Management Perspective

Food is the first necessity of human with the rapid development of economy.Food industry is also undergoing upgrading,the new risks rise with the development of food industry.Risk management,as an internationally recognized method of food safety management,has achieved good regulatory effects in Europe and America.As we all know,risk management is based on the scientific risk assessment.This ensures the pertinence,foresight and effectiveness of the supervision work.This paper aims at ensuring the accuracy and effectiveness of food safety management and reducing the risk of food safety incidents.Applying COSO Enterprise Risk management theory and HACCP food safety risk Management theory,this paper analyzes the existing food safety management situation of Ejin Horo Qi in Eerduosi,makes related public policy formulation of liquid milk safety problems,in order to promote the healthy development of liquid milk industry.This paper takes liquid milk,which is common and prone to problems in food safety,as the research object,and uses the more mature liquid milk processing enterprise Erdos S Agricultural Development Branch as a typical case.First of all,we systematically elaborate on food safety,liquid milk problem,risk management mode and the formulation of public policy.Secondly,the paper analyzes the risk factors in the liquid milk supply chain and finds out the ways to avoid risks in these links through the countermeasures.Finally,on the basis of the above theoretical analysis,this paper identify strategies to deal with risk points,suggests that the main body should establish scientific supply chain system and complete crisis management mechanism,and suggests Supervision departments should be divided into supervision,between the various aspects of supervision should be to achieve seamless,at the same time,enterprises should further promote the implementation of the legal system through the supervision results.
