The food safety issues have been a major concerned currently. China's export foot safety issues are not be optimistic either. The main reason for the frequency of food safety incidents is because of economically motivated adulteration (EMA) behavior, which further causes the contamination of food raw materials, and later spreads to the food chain and ultimately affects the survival of the entire exports of the food industry. Unconventional as EMA behavior is, the current Chinese food safety management do not have adequate or essential methods to control it. Therefore, the pattern for food safety management (FSM) should be adjusted to ensure its effectiveness. This article adopts a SWOT (Strengths, weaknesses, Opportunities, and Threats) method to analyze to the current pattern and review its effectiveness and defects. And the article is to build a polycentric co-governance network framework for the new FSM pattern for export in China, based on the analysis results of the case of manufacturers'joint autonomy approach and Government- NGO's co-operative approach aboard.The pattern designs for the network's operation covers:⑴Coordination of the food manufacturer associations⑵Coordination among the government, the manufacturers and conformity assessment bodies⑶Communication between all relevant organizations of the network. And the surveillance of the conformity assessment bodies is to be undertaken by nternal and external monitoring.In order to enhance the FSM, the article proposes a number of suggestions, including:⑴To improve China's export of food industry organizations and to achieve autonomy within the industry.⑵To call for a comprehensive recognition of third-party conformity assessment tools and a sound acceptance of its results in the various organizations of the food chain.⑶To implement surveillance rules towards third-party conformity assessment activity by means of result-oriented program management tools.⑷To establish protocols for interactive communication within the food chain.⑸T o apply the balanced score card as an inspecting tool for performance management inside the conformity assessment body.
