Perspective Of Public Administration Under The Food Safety Management Study

Food safety is an important public issue to people's health, as it not involves in consumer's health, but also relates to stable society and it's government's deeds. However, in recent years a number of successive outbreaks of domestic food safety incidents tell us that food safety has become a major topic of public safety. Particularly the storm caused by "Sanlu melamine milk" land whole society into extreme fear of food society, national economic and social development has also suffered serious damage. China government has made a lot of work in the establishment of food safety security system. However, from the regulatory point of view, the system involves multiple government regulation that is the main regulatory diversification, each principal in the supervisory process has its own interests and exist conflict behavior among the functions, powers and policies. Such situation greatly reduces the Government's efficient monitoring of food safety, thus the safety of the public and the government has brought the image of their own negative consequences. Therefore, this article attempts to start from a public governance perspective, giving a preliminary to China's food safety issues.The full text altogether divides into five chapters. The first chapter the introductory remarks part, has contained the research background and the significance, the domestic and foreign research present situation and the level, contents and so on research technique and paper frame. The second chapter mainly carries on the depth explanation to food safety and public governance's certain concepts and the theory. Arranges the food safety related concept, the characteristic and the attribute, and unifies three government main bodies to induct the multi-central government the theory frame. Chapter III, first of all, gives a review on historical changes of China's food safety management policies and patterns, then introduce the developed country's food safety management model and advanced management experience, finally analyzes our country's food safety untoward circumstances and its reasons, which includes governance vacancy caused by government's absolute rule , system deforms caused by the food industry organizations maldevelopment, as well as the consumers moves slow and the lack of governance mechanisms. Chapter IV chose Sanlu melamine milk incident as a typical case for analysis and reproduction the evolution of its development, so as to reveal the actual operation of the process and the existence of loopholes during the process of food management, and provide empirical analysis for previous chapters. Finally, rafter previous two chapters' depth analysis, the fifth chapter inducts the public governance frame and promotes the cooperation government which formed by government, food industry organizations and the consumers move. First, we need maintain government-led management center to carry out multi-sect oral strategy for cooperative action; then develop food industry organizations' vigorous to fill the Chinese food management's "government vacuum"; finally the widespread mobilization consumers to participate governance, raising the public spirit.This paper aims to use the theoretical framework of public governance to consider the Government as, food industry associations and consumer operations of the three main governance in China's food safety management in the process of the status,problems and solutions. Through the combination of theory and practice, formats a high level perspective of public management under the master's thesis.
