Food security is not only related to people’s health and safety, but also related to thequality of people’s livelihood, related to economic development and social stability. Whilegovernments at all levels and departments have done a lot of work and achieved some success,but the current food security situation is still grim, due to the weak supervision in thecirculation of food safety, a great many negative food safety incidents have occurred, whichcaused people’s food safety scare. As the functional departments who shoulder importantResponsibilities of market supervision and administrative law, the industrial and commercialadministrative departments take the obligatory of the supervision of the circulation of foodsafety. Strengthen the circulation of food safety regulation, establish long-term supervisionmechanism and create satisfaction assured food consumption environment are not only theindustrial and commercial administration need to perform their duties responsibly, but alsoprotecting people’s lives, property and the good image of the party and the country’s basicrequirements. The current problems in thecirculation of Guangdong Province are: government regulation can not eliminate a singleblind spot monitoring system, the consumer is weak, trade associations do not play its duerole, media, public opinion difficulties, there is no price regulation and quality controlstraighten out, entrepreneurs such as lack of integrity and responsibility, these problemsresulted in enhancing the quality of the negative impact of people’s happiness index. All ofthese issues in the field of food safety supervision in China’s circulation of common problems,but also consistent with the Guangdong provincial situation the problem, analyze the reasonsinclude the circulation of food safety regulatory complexity of the problem of market failureand government failure.This paper researched the circulation of food safety regulation in developed countriesbased on the public governance perspective, combined with other relevant theory and practice,circulation of developed countries, food safety regulatory research and concluded some goodexperience to get the circulation area of Guangdong food safety supervision favorablerevelation. Combining the practical of Guangdong province, this paper propose some measurement and recommendations of improving the circulation of food safety which include:improve circulation and improve the food regulatory system of food safety regulatory systemof life, and gradually improve the circulation of food safety standards, and strengthening theindustry associations building and governance, to improve national food safety awareness.
