To the country,people is all-important;to the people,foodstuff is all-important;to the foodstuff,safety is all-important. Human health status and life safety are closely related to food safety. Food industry is an important industry of the national economy and it is related to the economic growth of the country. The supply and quality of food is a major political issue related to the national economy and the people's livelihood.In recent years,with the promotion of China's modernization,and improvement of people's life,the requirements for food quality and safety is getting higher and higher. However, food safety incidents occurred frequently recently. It has caused a certain impact on people's life and health, and even affect the economic development and social stability. Faced with this situation.Heilongjiang Provincial Government, Heilongjiang Food Hygiene Supervision and Administration Bureau and other related departments respond to the call of the state actively, implement the newly revised "food safety law" and has made a great effort to improve food safety management and control, carry out the sampling activity of the food by expanding coverage and continuing. In order to serve the people and responsible for the people. On the current situation, despite all levels of government to make a great effort, the effect was not satisfactory. So, how to effectively improve food safety issues is a huge challenge for Heilongjiang Province. There is still a long way to go.In the research of food safety supervision and management in Heilongjiang Province, through the definition to the concept of food safety and food safety supervision,the theoretical basis of food safety supervision in Heilongjiang Province is put forward based on the analysis of research status at home and abroad and using the method of comparative analysis, iterature research and survey research.The actual situation of food safety in Heilongjiang Province was described and analyzed.The enforcement of laws and regulations is relatively low, regulatory responsibilities existed cross, the township's supervision is small,lax enforcement of law, the quality of the human resource is relatively low, narrow detection coverage, social supervision is not enoughand the causes such as laws and regulations are not perfect, regulatory measures are not effective, rural supervision is difficult, supervision personnel's quality is poor, lesssupervision and inspection, consumers' lack of awareness of social regulation.Some developed countries such as United States, Europe and Japan, etc. and China's Liaoning Province and Guangzhou Province also provided us successful experience for food safety policy and regulatory system. The perfect food safety legal system was summarized,the aspect that can be used has been put forward, for instance, clear division of the regulatory authorities, entering market,the establishment of an open and transparent regulatory mechanism, increase penalties and building risk assessment model. The rationalization proposals about supervision of food safety in Heilongjiang Province was puted forward from the following five aspects: perfecting the laws and regulations, perfecting the food safety organization structure, to improve food safety supervision mode, strengthening the management and universal participation.
