As an important economic functions of the government departments,national tax system, has been exploring how to enhance the performance of management and how to put the work performance combined with incentive mechanism, how to scientifically measure evaluation organs and cadres performance, finally realizes the steady rise of the performance of public management. During the institutional reform of the taxation authority, with the deepening of the performance management at the grassroots level national tax system running, XiMeng performance management system of national tax system gradually perfect but there are still problems and loopholes, a need to constantly research and improvement.This article is on the basis of working practice, the author, from the perspective of the performance management theory, in combination with the public sector performance management practice, analyzing XiMeng national tax system of performance management, expounds the operation situation of performance management in the organ, discover problems existing in the use of performance management in national tax system, drawn from the typical case and general principles, concrete discussion XiMeng the improvement of the national tax system performance management mechanism.Expected results of this paper is efficient and effective performance management implementation XiMeng national tax system, to find performance management information system and solve the problems existing in the operation process, changing the concept of the tax authority staff at the same time, arouse the enthusiasm of staff and improve staff quality, improve XiMeng tax authorities work efficiency and service quality.
