Since the State Council approved the establishment of the National High-tech Zone in 1988,after more than 30 years of development,the National High-tech Zone has increasingly become the vanguard of reforms,open pilot fields,and development forces in its region and even the country.In particular,after the country has implemented the innovation-driven development strategy,some high-tech zones have been approved to build national demonstration parks for independent innovation and assume the national mission and tasks of independent innovation.Their status and role have become more prominent.As the administrative office of the provincial and municipal people's government and the management agency of the National Hi-tech Zone,the CMC has an important significance in how to carry out scientific and effective performance appraisal on the development of national hi-tech zones and the construction of independent innovation demonstration zones.Obviously,under the general requirements of advancing the reform of the cadre personnel system,improving the performance appraisal system,and establishing and improving the assessment system guided by the promotion of independent innovation,it is difficult to adapt to its functional orientation and mission responsibilities only with the traditional government performance appraisal method.Instead,the functional orientation of the national hi-tech zones and the management system of the management committee should be based on the new theoretical perspective,and the performance management should be strengthened and improved.One point is to build a sound performance index system that is consistent with the actual requirements of the National High-tech Zone Management Committee and to lay a foundation for the implementation of scientific performance evaluation.The theory of new public management absorbs the theoretical foundation of modern economics and advocates the successful management theory and method of the government and other public sectors.Believe those who have and are successfully used by the private sector management methods,such as performance management,should not be the exclusive,and should be applied to the management of government and the third department.General speaking,they put forward for the specific performance management objective orientation,in the aspect of government regulation shall be appropriate to relax,to be strict in performance management target of control,whether the organization's performance management goal or personal,assessment should be in accordance with the requirements of the implementation.The long-term practice shows that the new public management theory has strong guiding significance and practical significance to the performance management of modern government.And the balanced scorecard theory and the theory of key performance indicators(kpis)in the enterprises in the important position and role of performance management,in the context of the new public management theory,the guiding significance and practical significance about the government's performance evaluation is more necessary and highlight.This paper takes east-lake High-tech Zone Management Committee as an example,takes independent innovation as the focus,analyzes the problems existing in the current performance indicator system of the east-lake High-tech Zone Management Committee from the perspective of the new public management theory,and focuses on total quality management theory and balanced scores.The design theory of performance indicators for card theory,key performance indicators and general performance indicators is applied to the optimization of the performance indicator system of the east-lake High-tech Zone Management Committee.The value orientation and pursuit of the performance evaluation of the east-lake High-tech Zone Management Committee will be integrated into the indicators.During the design process,a more scientific and feasible performance indicator system will be formed,and the leading role of the target will be effectively realized.The performance management practice of the east-lake High-tech Zone Management Committee will be improved,the performance of the east-lake High-tech Zone Management Committee will be improved,and the organizational goals will be promoted.The exploration will also provide some useful references and references for the establishment of a sound performance indicator system for other similar high-tech zone management committees...
