Man Power resource becomes the kernel of management science in 21 century. Furthermore, Performance assessment is the hardcore of man Power resource. Performance management is the central like for an organization to win the competitions. With the deeply reforming of the government reformation in our country, the performance evaluation of the government has been paid more attention both in theory and in practice. The tax authority acts as the government economic functional department, its performance evaluation also becomes an important part of the government performance evaluation. This article aims to build a suitable performance evaluation index system for the majority of grass-roots tax staff and to provide some references for the management and reformation in tax department.The article first introduces the current status of the domestic and international tax performance assessment, puts forward the theory base of building the performance evaluation for National Taxation Bureau. And then with two Parts: department Part and Personal Part, it describes the setting and function, main problems of original performance appraisal and management of T National Taxation Bureau department and further analyze the cause of the problem. The author builds the organizational performance assessment index system. Referring to the requirements of Civil Servants Law of P.R.China, the paper builds its grass-roots tax examination system from five aspects: morality, ability, diligence, achievements, inexpensive to establish a workable, more comprehensive performance appraisal system for T National Taxation Bureau. Finally, it does the performance appraisal through a case on the basic tax staff.This paper uses fuzzy synthetic evaluation,Delphi Method,Questionnaire Survey Method,Observation and Interviewing Method to build the index system of the performance evaluation for the grass-roots tax department which is simple, practical, and the index is easier to quantize and also is suitable to use for almost National Taxation Bureau. The system fills in the blank of the performance measurement in the National Taxation Bureau., and provides a method for the transformation on the tax system and the management which is based on the performance.
