Design And Implementation Of The Purchasing Management System Of Tobacco Industry

Purchasing management meams the planning,organizing,leading and controlling activities for government units or enterprises to achieve resources from outside supply markets.At present,many domestic enterprises and government units have attached great importance to the purchasing management and use informationization to carry out procurement.In terms of the tobacco industry,purchasing still exists many problems,which leads to poor supervision,redundant staff and lower efficiency.The document focuses on the issues on procurement and management of the current tobacco field with the industry need to map out purchasing management system.Firstly,this article is involved in the tobacco industry matters including purchase research,business needs,procurement management,and development analysis at home and abroad.Secondly,the relevant technology was studied to understand the characteristics on SOA frame,SSH model and DMZ plan.Thirdly,based on the research and explanation above and analysis and modeling of business,eight business modules were formed,including procurement plan,project establishment,procurement implementment,contract management,inspection filing,expert management,supplier management and basic information management,and they are shown with case diagram.Fourthly,data modeling is undertaken according to the eight conditions,and entity relation diagrams are used to show their properties and logical relationship.Based on this design,overall architectures of the system are divided into working platform and service portal.The working platform is used for the procurement within the tobacco industry,while service portal is to contact suppliers for registration,sign-up and publicity.And then,class diagram and sequence diagram were used to carry on the design and carry out the key four modules in the system,with detailed description of each module implementation.Finally,testing was carried out for procurement plan,project establishment,procurement implementment,contract management.In the process of test,the first thing was to determine the running conditions of the system,and then function and performance tests were fully conducted in accordance to system testing case.The comprehensive summary and analysis proved to achieve the desired design requirements.Having been on line successfully in December last year,the system is able to meet the actual needs of the users,reach the design standard at the beginning of the construction,and achieve informationation management in procurement so that a transparent regulatory system is established.The system in actual application has a friendly interface,easy operation and stable operation to satisfy users.Overall,the system the thesis stated are able to solve the purchasing problems in the current tobacco industry such as opaque procedures,many artificial operations and insufficient supervisions so as to greatly improve the purchasing level against corruption in the field.However,some deficiencies shall be corrected,such as online assessment,electronic contract signing,continuity project procurement,which will come true in the future system implementation.
