Design And Implementation Of Land Tax Management Information System Based On Cadastral Data

With the rapid development of China’s economy,the land utilization scale expand rapidly,tax revenue from land keep increasing,the rate which the tax form land accounts for the local finance revenue is increasing year by year.Because of land’s frequently change,together with the mechanism of the transfer information between the tax department and department of land and resources wasn’t established,the conflict between the tax department and taxpayers about information asymmetry is increasingly outstanding,land tax base was unreality.In order to solve the problem of land tax base unreality and transfer information inefficiency,improve on the informatization of land tax management,plug up land tax collection and management loopholes,promote land tax revenue growth,the land tax management information system is developed.By studying about land tax,understand the taxation management process.with the analysis of the business requirements,performance requirement and data modeling requirements,of the system,the paper sets the general objective and basic routes of system design,together with its methodology and process.System using C/S and B/S combination of overall structure design and development,provide two kinds of operation platform,divided into data layer,logic layer and application layer three-tier structure.By collecting the tax data and cadastral data to establish database.By Analyzing tax database and cadastral database,the system can provide land tax management application service such as data maintenance,tax monitoring,tax statistics,tax risk pre-warning and GIS management etc.The system based on Java platform development,use oracle database,implement by GIS components and Map Objects components to reduce the difficulty of the development and reduce workload.Attribute data and spatial data are managed by oracle database,the application of spatial data draw support from Arc SDE.In system development,the problem of the connection technology for cadastral data and tax data,GIS location technology for cadastral data,Real-time communication technology for tax inspection data and tax collection data are solved.Finally,implement the functional testing and practical application testing for software.the hardware platform,network environment,software and database of system are operating efficient and stable.the system has achieved the design target.The software realized the comprehensive of cadastral data,the daily supervision of land tax,and the precise,dynamic,visible management of land tax,it can meet the needs of the management of land tax for tax department.
