Geographic Information System(GIS) is an inter-discipline information technology used for storage,retrieval,mapping,and analysis of geographic data,and now plays more important role increasingly in many special fields to construction information system including in meteorological business construction during the past years.The mass information that includes spatial information and much meteorological information is the footstone of the Meteorological Service Decision-Making System base on GIS.The GIS technical superiority lies in managing and inquiring the massive weather information visually,analyzing and processing geographic spatial data,and visualizing computed results with the numerical model computation and pictorial representation vividly.The capability of GIS spatial analysis provides spatial and dynamic geographic information with the meteorological information technology,and uses certain models to provide a scientific basis for decision-making services.The paper is base on the project named "Decision-Making Meteorological Service System Based on GIS(MESIS) ",which is subsidized by NMC(National meteorological center).Three important key techniques are selected as major study fields and conducted in-depth studies:the organization and management of data,the retrieval and analysis of meteorological elements,the research of interpolation algorithms.The major works are: the design of the technology route,the overall systematic framework and main functions of MESIS;data management and organization in MESIS,the conversion of MICAPS data and GIS data;the research of the interpolation algorithm,the interpolation algorithm based on precipitation is the method of MCressman by comparing the some kinds of algorithms and improving the Cressman.
