Sponge city is a new concept of stormwater management.Construction of sponge city minimizes the impact of ecological environment during urban development through local consumption and reuse of rainfall.At present the construction of sponge city in China is initiating that relevant Chinese ministries have issued a series of guidelines and evaluation methods for sponge city evaluation in order to promote the development of sponge city.This paper focuses on the evaluation of sponge city construction and the corresponding management system platform,followed by the analysis of the platform requirements and its implementation plan.The main research includes the performance evaluation methods of sponge city construction,the design and implementation of the operation platform.Firstly,this paper introduces the theoretical researches and analysis of the evaluation methods used for sponge city construction,combined with the evaluation index system introduced in the "on the issuance of sponge performance city construction evaluation and assessment methods(Trial)notice" which was issued by the Ministry of Housing and Urban-Rural Development.It also introduces the analytic hierarchy process(AHP)-fuzzy comprehensive evaluation model as the theoretic foundation to develop the platform,with through discussions on the determination of evaluation index weights via AHP and the steps of applying the fuzzy comprehensive evaluation method.In addition,the computation process in AHP is optimized.Then,this paper analyzes the platform requirements and put forward a system development plan which contains the design of system functional modules,the plan of database as well as the protocol and communication modules.It also discuses in detail of an integrated framework which is based on C/S(client/Server)and B/S(Browser/Server).This framework is applied for realizing the development of sponge city evaluation and management platform which contains database module,front-end data organization optimization,multi-thread communication under web server and other functional modules.Finally,this paper presents in detail of the realization process of the sponge city evaluation and management platform based on the B/S architecture and the corresponding platform test.This system has several advantages,such as simple operation,high safety,complete functionality.This system not only provides the access for the evaluation of sponge city,also enable users to manage and inspect the city sewage network,in addition it provides a set of solutions to visualize a city rainfall and monitor the groundwater as well as the flood point.
