Information construction becomes an important measure of improving management level of all walks of life. In order to enhance administrative efficiency of national tax system,performance appraising becomes a normal work for the employees of internal revenue service every year. Performance appraisal and performance index become one of the important actor reflecting the performance level of employee really. How to use advanced information technology improve the level of performance appraisal of internal revenue service, which is an urgent problem need to be solved.In the procedure of system implementation, it uses Java, SSH and SQL Server technology etc. The system uses popular B/S architecture and MVC frame, which realizes the separation of model, control and view. Users of the system are divided into manager,performance manager, general user and system administrator. System functions are divided into task management, performance appraisal and post responsibilities modules etc. In the task management module, there have functions of create task, task handle, task supervise and task query. In the performance appraisal module, there have functions of performance plan,performance task, performance appraisal, performance communication and performance application. In the post responsibilities module, there have functions of post responsibilities maintenance and query. The personal works was unified into organization and goal.The results of system running shows the system satisfy the actual requirement for Kuytun internal revenue service individual performance and task management works. The system can uniformly manage the performance appraisal department and appraisal person. It realizes justice in the procedure of appraisal. The development and using of the system improve the work efficiency of appraisal work in Kuytun internal revenue service. It reduces the cost of the work and plays positive role to promote information construction of Kuytun internal revenue service.
